Volume Two of Adam Riva ‘Devolved’ series is out and it’s impressive, with some of the best editing I’ve seen in a while, intercutting open source footage, government documents and the predictive programming of familiar Hollywood films.
‘Devolved’ is based on the Substack articles by Patel Patriot about how ‘White Hats’ in our government purposefully allowed the 2020 Election to be stolen and how through Continuity of Government protocols, they’ve put in place a mechanism by which Trump has remained Commander-in-Chief, while Joe Biden has appeared to be the President.
Patel Patriot writes, “Donald Trump knew a pandemic was coming and he took steps to prepare for it…EO 13887 and OWS dramatically accelerated all timelines, causing the Deep State to panic and go all-in on increasingly unhinged mandates, variants, and vaccines.
“Don’t forget what Trump’s ultimate goal here is – he is trying to unite America against those who seek to control and destroy us. He is engineering a mass awakening and he has to do so while carefully navigating the COVID and vaccine situation. How do you reach the half the population who have been savagely indoctrinated by the leftist universities and mainstream media?”
This documentary suggests that the real Operation Warp Speed was the creation, through a series of executive orders and under the guidance of former National Security Advisor Robert O’Brien of the US Army’s COVID vaccine, about which there was a surprise announcement on December 21, 2021 and which has already completed Phase One human trials, to the shock of Big Pharma.
Publication of the results of this trial is expected any day, depending on the completion of the official data analysis.
Based on the Spike Ferritin Nanoparticle (SpFN), the Army’s pan-coronavirus vaccine uses a harmless portion of the COVID-19 virus to spur the body’s defenses against COVID. Theoretically, it could end the pandemic outright and stop the Deep State’s plan of endless variants and vaccines dead in its tracks.
While I and many others will argue that ivermectin already does this, an argument for the Army vaccine is that there are too many brainwshed Normies who still subscribe to the pharmaceutical paradigm and who still “need” a new vaccine, which is why Trump had long since stopped professing his anti-vax views, despite his own son being vaccine-damaged.
The documentary’s creator, Adam Riva says that the Globalists have coerced us into helping them construct their New World Order but just as we have constructed it on their behalf, we can just as easily dismantle it.

On January 9th, 2017, just two days before Anthony Fauci declared with certainty that a pandemic crisis would spread during Trump’s upcoming presidential term, the White House Office of Science and Technology Policy, the OSTP lifted its moratorium on gain of function research on potential pandemic pathogens.
The Director of the OSTP at the time the moratorium was lifted, Dr John Holdren co-authored a book in 1977 entitled, ‘Ecoscience: Population, Resources, Environment’, which promotes a planetary regime that would enforce the optimum balance of the human population and restrict its access to resources accordingly.
Holdren was Obama’s White House Science Czar and was a visiting distinguished professor at CCP-connected Tsinghua University.
As one of his final moves in office, Obama directly paved the way for Anthony Fauci to quietly begin genetically enhancing the very same coronaviruses that would eventually cause a global pandemic.
This was corroborated on September 9th, 2021, when The Intercept reported on new documents that demonstrated that the NIH did, in fact fund gain of function research at the Wuhan Institute of Virology. The article exposed that the money originated from the National Institute of Allergy and Infectious Diseases, led at the time by Anthony Fauci.
Furthermore, in August of 2021, the House Foreign Affairs Committee issued a report that provided critical information on the origins pf COVID-19. The report concluded that COVID originated from the Wuhan Institute of Virology and gives us some dates we can look at.
The Wuhan Institute of Virology’s virus and sample database was removed in the middle of the night on September 12, 2019. COVID originated in the Wuhan Institute of Virology sometime before September 12, 2019. The World Military Games took place from the 18th to the 27th of October, 2019 in Wuhan, China and was the first super-spreader of COVID. Finally, the United States was surveilling the Wuhan Institute of Virology.
Anthony Fauci was not alone in foreshadowing a global pandemic. Here are just a few of the many examples of our medical experts preparing and planning for a pandemic:
• The Harvard Global Health Institute. The theme for its Fall 2017 seminar series was “Pandemic Preparedness: Improving Science, Technology and Access.”
• Clade X. A day-long pandemic tabletop exercise conducted by the Johns Hopkins Center for Health Security on May 15, 2018 in Washington, DC.
• Event 201. The Johns Hopkins Center for Health Security, in partnership with the World Economic Forum and the Bill and Melinda Gates Foundation, hosted Event 201, a high-level pandemic exercise on October 18th, 2019.
All of this data was publicly-available and it is safe to assume that US intelligence was aware of these movements.
On December 18th of 2017, Donald Trump released his National Security Strategy. Contained within the report, Trump addressed the potential threat of a deliberate pandemic, referencing the “impact of biological threats on National Security by taking lives, generating economic losses and contributing to a loss in confidence in government institutions.”
Did the Trump administration anticipate that a pandemic would be used to steal an election and contribute to the loss in confidence in our government?
Since the beginning of his presidency, Donald Trump and our military have viewed China as the biggest threat to not just the United States but to democracy everywhere. This fact has been mentioned by Trump numerous times but was also laid out in the National Security Strategy.
The following year, on September 18th, 2018, Donald Trump issued National Security Presidential Memorandum 14, entitled “For the Support for National Biodefense”. Specifically, there are two things in the memorandum that stand out in relation to devolution.
The Assistant to the President for National Security Affairs, also known as the National Security Advisor was named as the Lead Advisor for Federal Biodefense Efforts. The second thing to note is that the Memorandum established a Biodefense Steering Committee.
The Biodefense Steering Committee would be chaired by the Secretary of Health and Human Services. The Committee is responsible for monitoring and coordinating the implementation of the National Biodefense Strategy. The National Biodefense Strategy discusses the following:
• Deliberate Biological Threats
• Pathogens Stored in Laboratories that Lack Appropriate Security
• Intentional Misuse of Advances in Science & Technology and
• The Support & Preservation of Continuity of Operations, Including Appropriate Devolution
Just to recap: There were hints of a pandemic that might arise during Trump’s administration. NGOs and universities with sketchy ties to the Deep State were running pandemic exercises. There are interesting ties between the Wuhan Institute of Virology and our own Anthony Fauci, amongst others.
Trump was already taking steps to beef up our biodefense in the face of a pandemic or deliberate biological threat.
Knowing how Trump had viewed China, based on his National Security Strategy, we can deduce that there was a large focus of our surveillance and military intelligence on the Wuhan Institute of Virology in China.
Not only was the Assistant for the President for Security Affairs given a lead role in biodefense, but as we will demonstrate throughout this series, this position was given a key role in the implementation and execution of Trump’s devolution plan to save the Republic.
The release of COVID-19 and the subsequent theft of the 2020 Presidential Election are two sides of the same coin. Therefore, Trump’s biodefense strategy and devolution are intrinsically linked.
Donald Trump issued Executive Order 13887 Modernizing Influenza Vaccines in the United States to promote National Security and Public Health. Section 3 of the Executive Order established a National Influenza Vaccine Modernization Task Force, which is co-chaired by the Secretary of Defense and the Secretary of Health and Human Services.
The Task Force was created “To advance the development of new, broadly-protective vaccine candidates that provide more effective and longer lasting immunities.”
According to the Executive Order, the Task Force was to submit a report to the President through some very key positions. Let’s look closer at those positions, as each one has a role to play in devolution.
Assistant for the President for Security Affairs, also known as the National Security Adviser, Robert O’Brien. Keep in mind that the National Security Presidential Memorandum 14 established the National Security Advisor as the lead policy coordination and review, to provide strategic input and facilitate policy integration for Federal biodefense efforts.

Not only did Executive Order 13887 establish a National Influenza Task Force that reported to the President through key people who we will show to be involved in devolution, but it also allowed for the Department of Defense to collaborate with the HHS to design and evaluate influenza vaccines.
On December 21st, 2021, Defense One published a bombshell of an article, entitled, ‘US Army Creates Single Vaccine Against All COVID & SARS Variants, Researchers Say’. The article reads:
“Walter Reed’s spike ferritin nanoparticle COVID-19 vaccine or SPFN, completed animal trials earlier this year with positive results.
“Phase One of human trials wrapped up this month, again with positive results that are undergoing final review.” – Dr Kayvon Modjarrad, Director of Walter Reed’s infectious diseases branch, said in an exclusive interview with Defense One.
“With Omicron, there’s no way, really to escape this virus. You’re not going to be able to avoid it. So, I think pretty soon, either the whole world will be vaccinated or have been infected,” Modjarrad said.
So, in early 2020, with Trump as President, the Department of Defense began research on a vaccine that was effective against not just COVID-19 but all previous SARS origin viruses and all future variants.
They have been working on this for almost two years and nearly all of Walter Reed’s nearly 2,500 staff have had some role in the development.
And this is the first we have heard about it. This vaccine could be the death blow to the New World Order plans. The fact that this type of research was even happening was because of the door opened to the Department of Defense from Executive Order 13887.
We need to look at this from a 40,000-foot view, because the implications here are truly stunning.
Let’s recap our previous summary and add a brief timeline surrounding the release of COVID:
• Two days after the gain of function moratorium research was lifted, Fauci made a statement that, “No doubt, Trump will face a surprising infectious disease outbreak in his administration.”
• There are multiple examples of NGOs and of the political establishment holding pandemic exercises. The United States was funding gain of function research at the Wuhan Institute of Virology through grant money originating from the Anthony Fauci-led NIAID.
• Trump’s December 2017 National Security Strategy specifically mentions pandemics that take lives, generate economic losses and contribute to the loss of confidence in government institutions.
• Trump’s 2018 National Security Presidential Memorandum 14 was specifically geared toward supporting national biodefense and was issued in conjunction with the National Biodefense Strategy.
• The National Biodefense Strategy discusses deliberate biological threats and outlines support and preservation of continuity of government of operations – also known as devolution.
• Trump’s memorandum established a committee chaired by the Secretary of Health and Human Services that was tasked with implementing the National Biodefense Strategy.
• The same memorandum established the National Security Advisor as the Lead for the Policy Coordination and Review to provide strategic input and facilitate policy integration for federal biodefense efforts.
All of this shows circumstantial evidence of a Deep State plan to release a pandemic on the world and evidence of Trump taking actions to prepare for such an attack.
Timeline Surrounding the Escape of COVID-19
September 10, 2019, John Bolton is fired as the National Security Advisor.
September 12, 2019, the Wuhan Institute of Virology’s virus and sample database was removed in the middle of the night.
September 12, 2019, COVID-19 is thought to have escaped the Wuhan Institute of Virology lab, based on a report by the House Foreign Affairs Republicans.
September 18, 2019, Robert O’Brien took office as the National Security Advisor. The National Security Advisor is the lead for policy coordination for national biodefense efforts and would later become a central figure in devolution, under Executive Order 13961.
September 19, 2019, Executive Order 13887 is issued, establishing a National influenza Task Force that reported to Trump through key players in devolution, as well as developing an omni variant vaccine.
It is no coincidence that Executive Order 13887 was issued the very day after Robert O’Brien took office as the National Security Advisor.
Trump has been consistently touting Operation Warp Speed as one of his greatest achievements.
Operation Warp Speed established a partnership between the Department of Defense and Health & Human Services to support the development, manufacture and distribution of vaccines.
Remember why the Department of Defense and Health & Human Services are so important:
The Secretary of HHS is the Chair of the Biodefense Steering Committee, tasked with implementing the National Biodefense Strategy that was established by National Security Presidential Memorandum 14.
The Secretary of Defense and the Secretary of HHS co-chaired the National Influenza Vaccine Task Force.
Executive Order 13887 allowed the Secretary of Defense to implement vaccine development within the DoD within the framework of Operation Warp Speed, the DoD and HHS are assisting Big Pharma in fast-tracking their vaccine development, manufacturing and distribution.
We know Big Pharma is part of the Deep State and would love to keep us in a perpetual cycle of variants ad vaccines. If Trump had not issued Executive Order 13887 and then implemented Operation Warp Speed, it could have taken years upon years before we ever saw a vaccine and that perpetual nightmare of variants and vaccines would have become a reality.
Just how long would they have kept us locked down?
Instead, Executive Order 13887 paved the way for fast-tracked vaccines and the DoD an the HHS helped get these Big Pharma vaccines to the public as soon as possible.
This heroically sabotaged the Deep State’s original plan. Their entire timeline was overhauled and replaced with Trump’s timeline. It put Trump back in control. Trump not only moved the timeline of their plan forward by many years, but he allowed them to get their first vaccines distributed as soon as possible.
That necessitated the acceleration of their Phase Two variant, which brought about the need for new vaccines and new boosters. This accelerated rollout made their plan obvious to the entire world: Endless variants, endless vaccines and the ostracization of anyone who didn’t comply, exposing Fauci, Big Pharma, the Biden administration, the media and so on.
The second part is that the behind-the-scenes production of an effective, single vaccine that works against all future variants, this catch-all vaccine destroys their plan in one blow.
While they are gearing up for a “Dark Winter” and more lockdowns, we get news of new vaccine that ends the current virus and all future viruses they could throw at us.
While the Department of Defense and HHS were helping to rush the ineffective Big Pharma vaccines to market, they were working on their own vaccine in secret. There were zero leaks, likely indicating it was a White Hat operation.
Part of the mandate for the DoD and HHS, under Operation Warp Speed was to assist in the development of the Big Pharma vaccines, but clearly, Big Pharma was not in the loop about this new military vaccine that could end the pandemic outright.
The Deep State’s playbook for staging a coup on America vis à vis a manufactured pandemic and election theft was anticipated and countered by the Trump administration.
While compulsory vaccinations have always been an aspect of this dystopian agenda, there are simply too many normal citizens around the world who place blind trust in the pharmaceutical paradigm for Trump to publicly hold an anti-vax stance.
Perhaps time will reveal his true motivations in defeating the trickiest snare the Deep State set for him.
As we edge closer and closer to a breaking point in this information war, humanity is sobering to the reality that an invisible hand has long been carefully orchestrating events and narratives to establish a supernational, authoritarian regime.
This sinister alliance foments perpetual conflict, not only between each of us but to keep us conflicted from within, by quietly pulling our psychological levers, gaslighting us and keeping us in a constant state of fear.
The Globalists have coerced us into helping them construct their New World Order. Just as we have constructed it on their behalf, we can just as easily dismantle it.
