    BOOM! A press conference was livestreamed on Tuesday from Kyiv, led by Ukrainian MP Andriy Derkach and ex-prosecutor Konstantin Kulik on the topic, “$1 billion of US’ Taxpayers Money in Exchange for Maintaining Burisma Schemes and International Corruption” and a potential treason case against former President Poroshenko for complying with the instructions of the leadership of a foreign state (the United States).

    The presentation included audio of phone calls, which were recorded by President Poroshenko and obtained by NABU Leaks between then-Vice President Joe Biden and then-Secretary of State, John Kerry and himself.

    Derkach explains, “Biden governs three out of five factions in Parliament. Biden fully controls the Cabinet of Ministers. The largest state-owned enterprises – Naftogaz, Ukrzallznytsia, Ukrposhta, OschadBank, Ukoroboronprom, were all swarmed over with supervisory boards consisting of Soros allies and migrant workers. They are paid millions in salaries and bonuses from the money owned by the citizens of Ukraine.

    “The Parliament, the Cabinet of Ministers, the Proseutor General’s Office, NABU, state-owned enterprises – all this, Poroshenko exchanged for the right to absorb $1 billion through his enterprises. That is why we call it the sign of treason. That is why we call it external governance.”

    Konstantin Kulik, the lead prosecutor in the case who says here, “After the Yanukovych group escaped into the Russian Federation, these individuals, using the positions obtained after the Maidan, in coordination with the former President of Ukraine, Petro Poroshenko, former Vice President of the United States, Joe Biden, former Chargé d’Affaires in Ukraine, George Kent and FBI Supervisory Special Agent for Eastern Europe, Karen Greenaway committed actions to redistribute the assets of the Yanukovych Group and counter the investigation. In particular, this concerns the episode related to the legalization [laundering] of funds through the purchase and sale of UMH Group media holding, bonds of Ukraine’s external public debt and the like.

    “Besides, the investigation obtained evidence of the transfer of laundered money by a criminal group in the amount of $3.4 million from the accounts of Burisma Holdings Limited in the period from November 2014 to October 2015 to the account of Rosemont Seneca Bohai LLC with Morgan Stanley, Smith Barney LLC, United States Citibank, NY.

    “The above money was transferred with the purpose of payment for ‘consulting services’. But according to witnesses, they were paid to the family of former Vice President of the United States, Joe Biden for lobbying the interests of Burisma Holdings Limited and Mykola Zlochevsky.

    Kulik says, “In 2018, it finally became apparent that Joe Biden, Marie Yovanovich, George Kent and Karen Greenaway [who he calls a “classic example of a dirty cop”] are doing everything to block the investigation against Mykola Zlochevsky and other persons of the Yanukovych regime and are doing this in coordination with people close to Petro Poroshenko.


    “Therefore,  the Prosecutor General’s Office of Ukraine took specific measures to establish direct contacts with the US Department of Justice to create an international team to investigate the activities of the international corruption group, which included representatives of the Ukrainian leadership from the time of Yanukovych and Poroshenko, as well as representatives of the US Democratic Party…


    “As a result of a year and a half of work, the Prosecutor General, Lutsenko managed to contact Rudy Giuliani. He supported the idea of an international investigation team. But further, to prevent the investigation and possible exposure of international corruption, the theft of funds from American Taxpayers and bribes for political lobbying, the representatives of the Democratic Party in September 2019 began an impeachment procedure with the meaningless purpose of proving Trump’s alleged influence on the President of Ukraine to initiate an investigation of Joe Biden and representatives of the US Democratic Party.

    “The senselessness of these efforts is evidenced by the fact that on March 28, 2019, I served Zlochevsky with a notice of charges, who was charged with, among other things, committing the legalization of the above. $3.5 million through the accounts of Burisma Holdings Limited to the account of Rosemont Seneca Bohai LLC in the interests of the Joe Biden family.

    “In other words, in September 2019, it made no sense to try to pass off a conversation between two presidents as a discussion of the possibility of initiating an investigation into the fact that had already existed for almost half a year ago. After the unexpected victory of Volodymyr Zelensky in the election of President of Ukraine, the obstacles in the investigation seem to have been removed.

    “But on August 29, 2019 Riaboshapka was appointed to the post of Prosecutor General, who, in coordination with the US Embassy in Ukraine and representatives of the US Democratic Party, continued to oppose the investigation and practically buried it. In particular, to stop several high-profile proceedings, Riaboshapka, in coordination with the US Embassy in Ukraine took measures to illegally dismiss prosecutors from the prosecutor’s office who successfully investigated the economic crimes of the Yanukovych regime, including Mykola Zlochevsky and Burisma Holdings Limited.

    “On February 27, 2020, a week before the dismissal from the position of he Prosecutor General, already realizing the inevitability against the loss of his powers, Riaboshapka transferred the criminal proceedings against Mykola Zlochevsky and Burisma Holdings Limited to NABU…It is clear the the National Anti-Corruption Bureau of Ukraine did not carry out any investigative actions under any of the economic cases involving Joseph Biden, Mykola Zlochevsky and Burisma Holdings Limited.”

    Listening to this epic political sausage-making is so gross, you might not care about trying to save the world anymore. In the words of Derkach, Ukraine’s Department of Justice “was under strict control of the Democrats and Soros forces.”

    Before playing the audio, MP Derkach says, “At the end of 2019, a major international corruption scandal erupted in the United States. Former Vice President of the United States, Joe Biden leads a massive corruption scheme. Let me remind you that Joe and his son, Hunter Biden and their partners for many years received millions of dollars in exchange for political ‘cover’ from the gas company owned by Mykola Zlochevsky (a minister from the time of Yanukovych). Biden’s son Hunter sat on the board of directors of this company.

    Together with him, the money on the board of directors was received by a friend of the stepson of the United States Secretary of State, John Kerry, his assistant Devon Archer. This slide shows these three guys. Why is it important? Because the recording of the conversations show how Kerry, along with Biden, insisted upon the dismissal of Prosecutor General Shokin, who investigated the Burisma case and eventually went after the Bidens. John Kerry was supposed to test the waters regarding the dismissal of Shokin, which he did on December 3rd, 2015. Let’s listen.

    Phone Call Between John Kerry & Petro Poroshenko on December 3, 2015

    JOHN KERRY: But before Vice President Biden comes in [Joe Biden would arrive in Ukraine four days later, on December 7, 2015], I just wanted to try to urge you to see if there’s a way to get by this problem of replacing Shokin because to my my perception, he blocked the clean-up of the Prosecutor General’s Office.

    I know that the Vice-President is very concerned about it. And I think it would be good to have some resolution before the Vice President comes, if it’s possible. And have real clarity as the steps that we are going to take forward. I think his visit and his speech to the Rada [Ukrainian Parliament] are a good opportunity to showcase your successes as we continue forward, but…

    PETRO POROSHENKO: And I think, I doubt that any other General Prosecutor can do that, but we provide absolutely transparent procedure for the selection commission. And their procedure was widely accepted, both inside the country, including my opponents, all the NGO, all the parliamentary forces. They widely accepted as a transparent and effective situation.

    And as I promised, the very next day, before 1st of December, exactly as I promised to Vice President Biden, this person who was selected by the selection commission was appointed. Now, all of us should understand that the Prosecutor General’s Office has no any opportunity under the law to make any cases against corruption because it’s immediately goes already from the 1st December, the day before yesterday, to the new Anti-Corruption Bureau and the new Anti-Corruption Prosecutor’s Office. And I was very proud that Jean-Claude Juncker, Angela Merkel, François Hollande and everybody welcome it as a very strong position of Anti-Corruption Prosecutor and for the General Prosecutor’s Office.

    For the Prosecutor position and for Inspector General, I am also proud that exactly as we agreed with your ministry of justice guys [DOJ!!!] and your embassy, the Office of Inspector General is already established. It is coordinated not by General Prosecutor but the Deputy of the General Prosecutor, Mr Sakvarelidze, exactly as we agreed with the Vice President and with the Ambassador.

    For the other continuation with the other Prosecutor General Shokin and other things, I think I will speak with Vice President Biden. And I doubt that it would be theoretically even possible to make any decision without any arguments before.

    JOHN KERRY: The Vice President is going to take up with you and will have a more detailed discussion about it.

    PETRO POROSHENKO: Thank you. Thank you, John.

    Minister Derkach observes, “In other words, the United States, Europe and Poroshenko himself are satisfied with Shokin’s work. The only one who wants his resignation is a massive scheme team led by Biden. In a conversation with Kerry, Poroshenko admits that Sakvarelidze was assigned to the Prosecutor’s Office, who does not report to Shokin but submits to the US Embassy. This is the first example of how Biden manually controlled key government agencies. Naturally, Kerry extended a invitation to meeting with Petro [Poroshenko] to Biden.

    “Poroshenko wanted to discuss with Biden personally the fate of a man who came close to Biden’s and Burisma schemes. And just a few days after talking with Kerry, Biden flies to Kyiv, to put pressure on Petro [Poroshenko] regarding Shokin.

    “In his sleeve, Biden has one, but compelling argument – $1 billion loan guarantees. $1 billion of US Taxpayers’ money.

    “That $1 billion became a carrot for Petro [Poroshenko] for the sake of which he dismissed Shokin. Let us recall what it was like.”

    Derkach rolls the infamous video of Biden bragging at the Council on Foreign Relations about how he blackmailed Poroshenko into firing Shokin, by threatening to withhold a $1 billion loan guarantee.

    Then he introduces the next audio tape, “And here is how Poroshenko presented the resignation of Shokin to Biden. He was in a hurry to report to Biden as son as he unlawfully forced a statement on the resignation of Prosecutor General Shokin.”

    Phone Call Between Joe Biden and Petro Poroshenko  on February 18, 2016

    JOE BIDEN: Petro, can you hear me?

    PETRO POROSHENKO: Yes, it’s better now.

    JOE BIDEN:I can hear you better, too. I’m sorry. You were saying – I missed what you were saying.

    PETRO POROSHENKO: Yeah. So, first of all, I am very happy to hear you. Second, this is very valuable for me that you find the time to even in Minnesota. I’m dreaming some days, we will be together in Minnesota!

    JOE BIDEN: (Laughing). Hey, Man, I’ll tell you what, I’d rather be with you instead of Minnesota right now but go ahead.

    PETRO POROSHENKO: The third, I have some positive and negative news. I’ll start with positive news.

    JOE BIDEN: Good.

    PETRO POROSHENKO: Joe, I have a second [piece of] positive news for you. Yesterday, I met with the Prosecutor General Shokin. Despite of the fact that we didn’t have any corruption charges, we don’t have any information about him doing something wrong, I specially asked him – No, it was the day before yesterday – I especially asked him to resign, in his position as a state person and despite the fact that he has the support of the Parliament.

    And as a finish of my meeting with him, he promised me to give me the statement of resignation. And one hour ago, he bring me the written statement of his resignation.

    JOE BIDEN: Great!

    PETRO POROSHENKO: This is my second step for keeping my promises.

    JOE BIDEN: I agree!

    Derkach remarks, “‘Great!’ says the Vice President of the United States with relief, but pay attention to assessment of Shokin’s work by Petro Oleksiyovych [Poroshenko’s patronymic or middle name]: ‘Despite the fact that we didn’t have any corruption charges, we don’t have any information about him doing something wrong, I specially asked him – No, it was the day before yesterday – I especially asked him to resign.’ In other words, ‘Shokin is, of course a good man, but a yard is a yard.’ [a bribe is a bribe].

    “Poroshenko honestly says to Biden: ‘I kept my promises,’ hinting that now it is Biden’s turn. But why did Poroshenko need a billion? Was he really that worried about the fate of Ukraine? We will get an answer to this when we see where the billion was directed.

    “The main item is the defense industry. This was then confirmed by the Deputy Prime Minister of Ukraine, Ivanna Klympush-Tsintsadze:

    “‘So where was the billion dollars to go? To earn money on war. There are enterprises, like Lenin’s Smithy, Bogdan, Ukroboronprom. They received military government orders and money. And the profit went into the pockets of the owners, Svinarchuk and Poroshenko.’

    “Who owned Lenin’s Smithy and Bogdan? I think you all know. Who ‘covered’ the underbosses of Ukroboronprom – Gladkovsky-Svinarchuk and because of this failed in the presidential campaign? I think it’s also clear. So, Shokin was fired. Petro Oleksiyovych has not yet realized that he will long chase after a billion, agreeing to concessions to the detriment to the citizens of Ukraine.

    “This is clearly understood in the next conversation between Poroshenko and Biden, where Biden puts forward new conditions in exchange for a billion. Shokin was removed but to get the billion, Petro Oleksiyovych would have to work. Let’s listen.”

    JOE BIDEN: Hey, Mr President! Joe Biden. How are you?

    PETRO POROSHENKO: Very well, indeed. All the time, when I hear your voice. It’s a great pleasure for me!

    JOE BIDEN: Well, I’m on Air Force Two. I think we’re going to stay connected. We just took off and I’m hoping this connection will stay open. [Connection drops momentarily]…Tell me that there is a new government and a new Prosecutor General. I am prepared to do a public signing of the commitment for the billion dollars.

    Again, I’m not suggesting that that’s what you want or that you don’t want it, I’m just suggesting that that’s what we’re prepared to do and again, it wouldn’t be finalized until the IMF pieces are written.

    PETRO POROSHENKO: Extremely strong motivation!

    One of the possible candidates [to replace Viktor Shokin] was leader of my faction, [Yuriy] Lutsenko, who is a public figure. If you think that the politically-motivated figure would be not very good, from your point of view, I can recall this proposal. I do not propose – because nobody knows that I want to propose Lutsenko. In this situation, I take all the politically-motivated figures out of the proposal.

    JOE BIDEN: Alright, well look, let me um, let me um – when we finish speaking, let me huddle with my team, talk over what you and I just talked about. I agree with you there is a sense of urgency here.

    Derkach observes, “What did Petro Oleksiyovych say here? ‘Extremely strong motivation.’ So strong that Petro Oleksiyovych confesses to Biden that he raised tariffs for ordinary Ukrainians, his fellow citizens, ATTENTION, not by 75% as requested by the IMF but by as much as 100%. Let’s listen.”

    Phone Call Between Joe Biden & Petro Poroshenko on May 13, 2016

    JOE BIDEN: Hey, Mr President! Joe Biden. How are you?

    PETRO POROSHENKO: Very well, indeed. As usual, when I hear your voice. Thank you very much!

    Look what are we doing now? I think that within the last 3 weeks that we demonstrate the real, real, great progress in the reform. We voted in the Parliament, 100% tariffs, despite of the fact that the IMF expected only 75%. We are launching the real reform of the state owned enterprises. We are launching reform for the prices for the medicine, removing all the obstacles –

    JOE BIDEN: You did a lot. I agree. I agree.

    Derkach says, “Already raised the tariffs by 100%, give me my yard please.” For the sake of billion for himself,  a man with the voice of Poroshenko is ready to strip the Ukrainians naked and also make money on tariffs. By the way, as we can see, in the presented diagram tariffs really doubled.

    But tariffs aren’t that interesting for Biden. He does not depart from his topic and ambiguously makes it clear that Poroshenko should dismiss the Burisma cases investigated by Shokin. Pay attention to the following Biden’s words, who passes the task to Lutsenko through Proshenko. I quote, “To repair the damage Shokin did. And Poroshenko even admits to Biden that for the sake of Lutsenko, he forced Rada [Parliament] to change the law within one day. Let’s listen.

    JOE BIDEN: Hey, Mr President! Joe Biden. How are you?

    PETRO POROSHENKO: Very well, indeed. As usual, when I hear your voice. Thank you very much!

    JOE BIDEN: Well, you ARE doing very well. Congratulations on getting a new Prosecutor General, I know there’s a lot of more that has to be done but I really uh think that’s good and I understand you’re working with the Rada in the next coming days on a number of additional laws to secure the IMF – but congratulations on installing the new Prosecutor General, it’s going to be critical for him to work quickly, to repair the damage Shokin did.

    I’m a man of my word and now that the new Prosecutor General’s in place, we’re ready to move forward with signing that new $1 billion loan guarantee. And I don’t know how you want to go about that. I’m not going to be able to get to Kyiv anytime soon, I mean, in the next month or so. And I don’t know whether – you could either sign it with our Ambassador or you if came here, we could sign it or, if you want, we’re inviting Groysman [former Chairman of Ukraine’s Parliament] here later – I’m going to be talking to him later this morning – not for that purpose – we’re inviting him to Washington – and so, I’ll leave it up to you, as to how you want that done and when you want it done.

    PETRO POROSHENKO: First of all, thank you, very much, indeed for these words of support. Believe me, that it was a very tough challenge and a very difficult job and Mrs. [Congresswoman] Tymoshenko and Mr. Lyashko’s faction tried to break this, because we not only voted for the new Prosecutor General, which we do in very short period of time, within one day, we changed the law.

    By the way, in this law, we’re presenting the – we set the new structure of the General Prosecutor Office, including the General Inspection, as we agreed with you.

    JOE BIDEN: That’s terrific!

    PETRO POROSHENKO: Second thing, I immediately invited Lutsenko and said that he should contact your embassy. And I would be very pleased if you would have a certain person who can come, either from Washington or wherever we have here, I don’t remember his name, the Ukrainian-origin American prosecutor…

    JOE BIDEN: Yeah.

    PETRO POROSHENKO:  He’s a little bit old. I said to Geoffrey [Pyatt, former US Ambassador to Ukraine] his name and he was ready to come and to be an assistant and adviser. He has very good experience of the American system, and he can be the person of trust in the new prosecution system.

    I think this is exactly the right time to do that and if he’s still ready to come and to cooperate, from the very first step, the very first minute of the new Prosecutor, that is exactly what I’m looking for.

    JOE BIDEN: Well, let me get in contact with the Justice Department and pursue that. I’ll get his name and let me find out where that is, because it is in our interest, obviously to provide professional assistance as quick as we can, so this gets up and started in the right direction. So, I will move on that as soon as we hang up. I’ll put that in train and I’ll get back to you as to what I’m able to do.

    PETRO POROSHENKO: Excellent. Thank you very much, indeed, this is exactly what I’m looking for. Second thing is that I want to thank you that you gave me your word that immediately, when we change the legislation and I appoint the new Prosecutor General and it would be Yuriy Lutsenko, as we agreed at our previous meeting in Washington and when it happened, that we can have this loan guarantee and thank you very much.

    Derkach comments, “As we can see, perfectly articulated the instruction to eliminate ‘damage made by Shokin’. Looking ahead, I note that Biden’s task was completed – Burisma cases were indeed dismissed in the future: some were closed and some were transferred to NABU [National Anti-Corruption Bureau of Ukraine].

    “We all remember well how, instead of investigating Biden’s crimes, NABU leaked Shokin and his family personal data to Biden’s people at the embassy.

    “But back to the recording of the conversation. It follows from the records that Petro Oleksiyovych wants the billion so bad he offers Biden to put an observer from the US Embassy to watch over Lutsenko and the Prosecutor General’s Office.

    “But in order to not spit in the face of the electorate explicitly, and not to show that the country’s leading law enforcement agency, the Prosecutor General’s Office, is under strict control of the Democrats and Soros forces from the US Embassy, Petro Oleksiyovych says that this person should have Ukrainian roots or at least last name.

    “By the way, the observer did appear. His name is Vytvytskyi. The main question is: what made Biden urgently initiate the resignation of Shokin, in exchange for a billion of US Taxpayer’s money?

    “Back in the summer of 2015, Poroshenko, Europe and the US Department of State positively assessed the work of the Prosecutor General’s Office. What happened in these couple of months? The fact is that in the Fall of 2015, the Prosecutor General’s Office received evidence from the financial intelligence of other countries about large money tranches of $3.4 million.

    “This money was laundered through Burisma Holdings Limited, transferred to Rosemont Seneca Bohai accounts with an American bank, Morgan Stanley. The purpose of remittance was for ‘consulting services’. Let me remind you that Biden was the one that consulted Burisma.

    “At that time, the Prosecutor General’s Office was already investigating Burisma. And letting Shokin get to the bottom of these documents would be equal to political suicide for Biden. Therefore, Biden got on a state plane and went to Ukraine to solve his personal issues.

    “From that moment, a big story began, which could turn for Poroshenko into ‘Treason’, Article of the Criminal Code and for Biden, it turned into a major corruption and political scandal.

    “So, as follows, from the recordings of voices similar to Poroshenko and Biden, they entered into a criminal conspiracy. Biden’s motive: to prevent the investigation of facts of international corruption with his participation. Poroshenko’s motivation, to get his hands on a billion dollars of American citizens through his enterprises.

    “One spent the money of American citizens, the other received the money for his enterprises.

    “Subject Two: Now let’s talk about External Governance. The second subject of these conversations clearly proves the manual governance of Ukraine in Biden’s personal interests through the hands of Poroshenko and Soros’ allies. What does the external governance look like?

    “In the spring of 2016, a political crisis is brewing in the Parliament. Batkivshchyna [“Fatherland Union” Party led by Yulia Tymoshenko], Samopomich [“Self-Reliance” Party] and Lyashko’s Radical Party leave the coalition – and the coalition ceases to exist. Yatsenyuk lost confidence and is about to resign. According to the Constitution, in the absence of a coalition, re-elections of Parliament were to take place in Ukraine but Biden personally intervened in the situation and gave Poroshenko instructions on how to act. What we hear next is a direct fact of external governance. The following recording proves that external governance is not some kind of conspiracy theory, not some half-hints or wishes. No. These are Biden’s precise instructions – whom to appoint and whom to dismiss.

    “Where to circumvent the law, and where to break it. And if Biden cannot be judged for his treason, his interlocutor definitely can be.

    “Let’s listen to the conversation of voices of Poroshenko and Biden, held in February 2016.”

    PETRO POROSHENKO: Same way as I predicted, the Batkivshchyna faction and the Samopomich faction left the coalition. And the coalition left less 226 [parliamentary] votes, so we do not have a majority.

    I personally, together with the Prime Minister, asked for the Lyashko Radical Party to join the coalition so that formally, we can keep the legitimacy. But we don’t have neither legitimacy in the Parliament nor in the Public, in the country.

    JOE BIDEN: So, if I understand this correctly, there was a No Confidence vote, you blocked the No Confidence vote, so Arseniy [Yatsenyuk] is still there. Then, there was a vote on the package that the government had put forward and 247 voted against that.

    So, in terms of moving forward, with additional reforms and additional things you need to do, you don’t have the coalition to do that? Is that what you’re telling me?

    PETRO POROSHENKO: Not exactly. So first,he gave a negative assessment voting in the Parliament. And Parliament give a negative report to the activity of the Cabinet of Ministers.

    This was the first event. It does not immediate followed or mean resignation, it is simply a political estimation. Then, whe he put the Confidence Vote, me organized that in my faction, and in other functions, it was not enough votes. Also Prime Minister works for that for sure but I blocked the resignation of the government – because I promised to you. Just because. But now, when two factions from four leave the coalition, we do not have a majority.

    Derkach says, “So what we have: Poroshenko admits he has no coalition. I quote, ‘We do not have a majority. We don’t have neither legitimacy in the Parliament nor in the Public, in the country…I blocked the resignation of the government – because I promised to you. Just because.’

    “What do we get? Instead of fulfilling the law, and the Constitution and declaring re-election, Petro Oleksiyovych kept his personal promises to Biden and blocked the Cabinet Ministers’ dismissal more and more, leading the country into external governance and political crisis. The situation is becoming so deadlocked that Poroshenko and Biden admit that there is no coalition and are discussing the possibility of buying votes. Let’s listen.”

    Phone Call Between Joe Biden and Petro Poroshenko  on February 19, 2016

    JOE BIDEN: Hey Mr President.

    POROSHENKO: Very good to hear you, Mr Vice President

    JOE BIDEN: Good to hear you, by the way, you know, you and I talked about this a lot before, I guess Monday is the second anniversary. Remember, I’m counting on you to be the Founding Father of the modern Ukraine.

    Thank you, Joe. And I think that this message is very important. I just wanted to be a little nit more accurate. So, we have no doubt that we should intensively implement the reform. But we should implement the reform in a way that people trust them. Because if people do not trust the reform, this reform is impossible to implement. This is point number one.

    Point number two, Joe, we do not have a majority in the Parliament. That is the main message.

    JOE BIDEN: Do you have a majority with the Radical Party?

    POROSHENKO: I have in my party, in my faction, 136 Members of Parliament, and from them, 16 are ready to write down the statement for going out from the coalition. He has 81, so all together this is 201 and we have a lack of more than 20 votes.

    Even if Lyashko can return or not return, we do not have a physical majority. This is the case.

    JOE BIDEN: How did you get the reforms passed this week, regarding the IMF?

    POROSHENKO: Because I asked personally that faction who go out from coalition, I mean Samopomich and Tymoshenko, that was my special meeting with them. They give me a message to you, that because of their trust to you, Mr President, we vote for the IMF and for the visa free and for the anti-corruption but we do not vote just because of the person of the Prime Minister …and that is their message.

    And that’s why I’m very happy that we are strong enough and brave enough and lucky enough to have these changes now. But we should have and intensive negotiation how to find the way, how to return these factions back to the coalition but demonstrate that everything is OK, people are happy, we have a majority in the Parliament, this is not true.

    The other factions we can invite but they speak only the language of political corruption. And I hate the idea, after the Maidan to buy the votes.

    JOE BIDEN: I know you’re working hard but what is your latest plan for a new government? I’ve heard from my team, you’re looking at the government led by Groysman, the Speaker. And also that just in the past day or so, I’m not sure about the exact timing, but just very recently, you had Jaresko on a Facebook page, talking about wanting to consider being Prime Minister with the technocratic government. And I know you need 226 votes for whatever you do.

    Tell me about what’s going on, if you’re willing.

    PETRO POROSHENKO: It was my key priority to avoid early parliamentary election. The new coalition or restored coalition should be pro-European and reform oriented.

    Samopomich received my proposal about the technocratic government of Jaresko and to joint the coalition because the reason for the political crisis is that the three factions Samopomich, Batkivshchyna, Tymoshenko and Lyashko go out from the coalition and we left together with the Prime Minister in a minority. I invite Samopomich and proposed them to either support Jaresko or to propose his leader as the next Prime Minister.

    They said that they are ready to…they take some time and after a few days they say that they are ready to just start the investigations about possible coalition but not to be member of coalition. Just vote for that. I’m sad. This is not possible under our Constitution.

    This is impossible. They should sign up personally their membership in the coalition. And they put even for that three preconditions. Point number one – changes or resignation of the General Prosecutor, which I said, which has already happened because I send the resignation letter to the Parliament. And now is in the Parliament, it should be done immediately. Second – the changes on the Central Election Commission.

    I said, I don’t understand why Central Election Commission is part of the coalition when we don’t have an election but OK, I’m ready to change the Central Election Commission. But the Third – they says, “We want to change the Election Law. I said “No.” Because I’m completely against the early parliamentary election. And he changes in the election legislation will be stimulate for you, for Tymoshenko the early parliamentary election and this is completely unacceptable for me. They said that without this Election Law, which is no connection, they do not open even discussion about the coalition membership and without Samopomich, with the rejection of Tymoshenko and Lyashko, we don’t have for Jaresko 226. As far as I understand, our partners and our American friends have significant influence on Samopomich leaders and I asked Pavlo to call Torry and I asked to cntact Ambassador maybe to increase the pressure and to support Jaresko candidacy by Samopomich.

    Two hours ago, immediately after the Facebook message of Jaresko, I called Sadovyi once again. Unfortunately, he’s staying somewhere in Europe for the holiday and he said that he is not in a position to support Jaresko and to give now any positive answer.

    And this is the situation when our United States partners give grants to Samopomich and give them the significant financial support. In that situation, I hate the idea to keep uncertainty anymore and now in my building, I have a Yatsenyuk and we are launching, we are starting negotiations on other candidacy. So if Samopomich returns, we’re ready to support Jaresko.

    But if it would be no Samopomich, we now start discussion about Groysman. You remember Grysman, during your very famous and beautiful speech in the Parliament. You have a discussion with him.

    Konstantin Kulik comments, “As we see, Poroshenko directly says to Biden: If you want your Prime Minister Jaresko, you should talk to your pet faction, Samopomich. This is what external governance is. When one person controls 3 out of 5 parties in a coalition. This is direct external governance. By the way, Petro Oleksiyovych complained about Samopomich repeatedly. This Biden’s grant faction was often untamable.

    PETRO POROSHENKO: Now I have, and I think we can trust each other, the party of Arseniy together with me. They were together during the voting of the IMF. And I hope we have significant level of support. Unfortunately, this is not fully enough. This is almost a majority in the Parliament. And those who go to the United States; Samopomich, Tymoshenko and Lyashko, who do not go there, for different reasons, completely against that because this is the political reason.     And that’s what I’m asking from Geoffrey [Pyatt, US Ambassador to Ukraine 2013-2016], “Please do not give the grants to Samopomich. Do not give them money! Because this is not a financing for the opposition party. This is a financing of a absolutely irresponsible political leader who is doing very bad things for the future of my country and for the Ukraine, for the security and for the stability.”

    First of all, I’m completely satisfied with the messages they received from Washington. They were quite strong and quite decisive.

    JOE BIDEN: Yes.

    PETRO POROSHENKO: I think that would be a good idea if you continue to have a press on Samopomich, because if Lyashko and Tymoshenko this is a loss. On Samopomich you have, you support them, in that situation, they would give a positive response, because without Samopomich, we cannot even expect any positive things on the constitutional thing, changes.

    JOE BIDEN: OK. Alright, look –

    PETRO POROSHENKO: That would be impossible, because if I can count on me with a law – Election Law – I can find out the votes. Without Samopomich I cannot find out the out the votes on the constitutional changes. This is very simple.

    PETRO POROSHENKO: No, no, no. I don’t know. Maybe something happened, but I don’t know any other Cabinet Members is signed, but I doubt that it is happening but that statement of Abramavichius was very dangerous.

    From my point, I never said it publicly but from my point, it was extremely irresponsible. But it happened and I made an immediate meeting with him after his statement and I said, “Look, you’re representing me, the President. It was me who invited you in the country. It was me who supported you all the time. It was me you gave you, in violation of the law the security guard from the secret service for you not to be afraid of anything. It was me who insisted and supported all your initiatives. I gave you Ukrainian citizenship. And you still have my full support.

    Kulik remarks, “The person who should act as the guarantor of the Constitution and laws personally violated them. Bypassing the current norms of the laws was the common practice of Petro Oleksiyovych. Another aspect is interesting. The role of Abramavichius in the Supervisory Board. It was he who initiated the creation of the Supervisory Boards in state-owned companies. If you look at who went there and how much they earn, it turns out that the people involved in the money scandals represent a team of so-called Soros allies or migrant workers.

    I know it’s difficult. I know Kolomoysky is a pain in the ass and a problem for everybody but it really is critical that you guys should figure this out. And you’ve been good. You’ve publicly spoken out, that I’ve asked you to do. You’ve done that. I just want you to give the – what’s she called, the Commissioner, the Governor? The, Governor of the bank? Giver her some spine and let her know you’re going to be standing there when she sets the date and moves forward.

    PETRO POROSHENKO: This is very important, what I hear from you. And I think that on 22nd of November, on Tuesday, I will have final report from Ernst & Young audit and we agreed that me, the Prime Minister Minister of Finance, Governor, I’ll invite Arseniy and security officers should meet and make a decision about the date. The only reason I have, after 22nd when I have an audit report, we have a voting of the budget in the Parliament, where Kolomoysky has a significant number of Members of Parliament and the Prime Minister asked me to vote budget first and then launching the process.     MP Andriy Derkach comments, “It turns out Kolomoysky is a ‘pain in the ass’ and a problem for Biden and for Petro Oleksiyovych. He interfered with their schemes. He didn’t want to give them PrivatBank and 1+1.

    “What do we have, as a result, talking about external governance: The Prosecutor General’s office is managed through Sakvarelidze, who is assigned to the Prosecutor General and an ‘observer’ from Biden.

    “Konstantin Kulik…the head of the group of prosecutors who returned to Ukraine $1.5 billion stolen by Yanukovych and his entourage will tell you more about how the Prosecutor’s Office exposed the facts of international corruption.

    “He returned the money to the budget of the country. No one else besides this group has ever returned anything to the country’s budget in such an amount or even tens times less. He is the only prosecutor who served Poroshenko with charges when he was the President.

    “[Kulik], like many investigators from the Prosecutor General’s Office of Ukraine was illegally fired through fraud with the so-called testing because they got close to the schemes of international corruption. By the way, criminal proceedings were initiated and registered with a beautiful ending number 444, dated May 7, 2005, in relation to testing, fraud an misappropriation of American Taxpayer’s money with the participation of individual representatives of the United States Embassy and the US Department of State.

    “I think that by ‘joint efforts’ we will figure it all out. And now I give the stage to Konstantin Kulik.”

    Kulik says, “Good afternoon, dear attendees. It is an urgent necessity that makes me appeal, arising from the threat to the investigation of the economic crimes of Viktor Yanukovych VF regime and the opportunity to confiscate into the budget of Ukraine the assets of this criminal group in the amount exceeding $40 billion.

    “I want to remind you that over the past 4 years, a group of prosecutors under my leadership managed to achieve significant results. In this investigation, serve 98 members of the Yanukovych group with the notice of charges and confiscate $1.5 billion US dollars to the budget.

    “The threat to the investigation has existed all the time, starting from 2014, and was associated with latent opposition from individual representatives of the US Embassy in Ukraine. They are the former Ambassador, Marie Yovanovich, US Chargé d’Affaires in Ukraine George Kent and FBI Supervisory Agent for Eastern Europe, Karen Greenaway, who led the activities of FBI investigators sent to the Embassy in Ukraine. Greenaway is the classic example of the so-called “dirty cop” in the ranks of the FBI.

    “These individuals placed the fulfillment of political orders of representatives of the Democratic Party above the interests of Justice. One of the main tasks of this group of foreign figures was to block the return to Ukraine of the money stolen during the Yanukovych regime in the amount of the annual budget, which put in our state in a tough position.

    “The persons mentioned above deliberately organized the format of international relations with all law enforcement agencies through the mechanism of the US Embassy in Ukraine under their control, thus gaining control over information on the progress of all high-profile investigations in the economic area.

    “At the same time, despite constant official assurances of their readiness to assist Ukraine in returning the above money, Yovanovich, Kent and Greenaway actually blocked the necessary investigations, avoiding organizing the proper execution of our requests for legal assistance in criminal proceedings of economic nature and creating the required international investigation team.

    “From the very beginning, after the Revolution of Dignity, Karen Greenaway and FBI investigators had access to absolutely all the information of the State Financial monitoring Service of Ukraine, as well as information on the progress of the investigation of criminal proceedings regarding the entourage of Yanukovych. At the same time, Yanukovych, himself and his close associates, such as the former First Vice Prime Minister of Ukraine, Arbuzov, Kurchenko, etc., are persons against whom the United States of American imposed personal sanctions in March 2014.

    “From the beginning of 2014, the competent authorities of the United States, using the power of their law enforcement agencies, should have been able to easily find and confiscate the assets of both Yanukovych himself and the ministers of the government who paid him a share of their own illegal business.I want to emphasize the fact that these persons were under US sanctions because, for some reason, this fact is hushed up by the American media.

    “I believe that in the world of political scandals of recent years, everyone already understands what the US Embassy actually did in Ukraine, using individual representatives from the FBI and National Bureau of Investigation.

    “The result of these political intrigues was the resignation of Karen Greenaway and the early dismissal of Marie Yovanovich. After the resignation, Greenway and other former FBI investigators took part in the hearing s of the US Helsinki Commission in February 2019, during which they informed the public that for five years, they could not return not a dime to Ukraine

    “Literally, Greenaway said, ‘My heart breaks because many people worked very, very hard to do this.’ This is a flat-out cynical lie, and it is clear to anyone who understands the power of US law enforcement agencies and how hey can work on defendants who are under sanctions.

    “Moreover, after we confiscated $1.5 billion to the budget of Ukraine, the National Anti-Corruption Bureau, controlled by the US Embassy in Ukraine began a series of proceedings on allegations of theft of these funds on the way from Ochadbank to the State Treasury Service. Still, in fact they were receiving and transferring official information from Ochadbank and Ukrainian courts to the lawyers close to Arbuzov, needed by the latter in an attempt to return the money.

    “A group of prosecutors coped with the above challenges and obstacles that regularly occurred in the investigation of economic crimes of the Yanukovych regime. Still, in 2018, forces that the national investigation was unable to cope with on their own interfered with our investigation. This was especially felt when the prosecutors started the investigation of the confiscation of assets of the famous Burisma Holdings Limited, controlled by Mykola Zlochevsky

    “Zlochevsky, in the period of 2010-2013, with the assistance of Yanukovych VF held the posts of Minister of Environmental Protection of Ukraine and Minister Ecology and natural resources of Ukraine. The investigation was narrowed down to the quick proof of the facts of the participation of the mentioned holding in the legalization (laundering) of the proceeds of crime, the seizure of its assets and the transfer of a court decision on assets confiscation to the Asset Recovery and Management Agency.

    “Another, faster mechanism to prove the illegality of the holding’s operations was the disposal of the NABU. It was connected with the facts of the illegal issuance of special permits by Zlochevsky for the use of subsoil companies under his control, which are part of Burisma Holdings Limited, where Zlochevsky is the beneficial owner. However, after a couple of meetings, it became clear that NABU did not investigate this proceeding intentionally, since even an investigator of the territorial police department level could prove the illegality of the issuance of these permits in 2-3 months.

    “During the investigation of Arbuzov, Kurchenko and Zlochevsky, the investigation obtained evidence that close associates of Petro Poroshenko, in particular, Valeria Gontareva and others, took part in individual episodes of criminal activity.

    “After the Yanukovych group escaped into the Russian Federation, these individuals, using the positions obtained after the Maidan, in coordination with the former President of Ukraine, Petro Poroshenko, former Vice President of the United States, Joe Biden, former Chargé d’Affaires in Ukraine, George Kent and FBI Supervisory Special Agent for Eastern Europe, Karen Greenaway committed actions to redistribute the assets of the Yanukovych Group and counter the investigation. In particular, this concerns the episode related to the legalization [laundering] of funds through the purchase and sale of UMH Group media holding, bonds of Ukraine’s external public debt and the like.

    “Besides, the investigation obtained evidence of the transfer of laundered money by a criminal group in the amount of $3.4 million from the accounts of Burisma Holdings Limited in the period from November 2014 to October 2015 to the account of Rosemont Seneca Bohai LLC with Morgan Stanley, Smith Barney LLC, United States Citibank, NY.

    “The above money was transferred with the purpose of payment for ‘consulting services’. But according to witnesses, they were paid to the family of former Vice President of the United States, Joe Biden for lobbying the interests of Burisma Holdings Limited and Mykola Zlochevsky.

    “In 2018, it finally became apparent that Joe Biden, Marie Yovanovich, George Kent and Karen Greenaway are doing everything to block the investigation against Mykola Zlochevsky and other persons of the Yanukovych regime and are doing this in coordination with people close to Petro Poroshenko.

    “Therefore,  the Prosecutor General’s Office of Ukraine took specific measures to establish direct contacts with the US Department of Justice to create an international team to investigate the activities of the international corruption group, which included representatives of the Ukrainian leadership from the time of Yanukovych and Poroshenko, as well as representatives of the US Democratic Party.

    “Without an investigation into the activities of this group, there is no chance to proceed with the confiscation of assets in the amount of $40 billion, which was planned in 2019. But Ambassador Yovanovich took measures to prevent the efforts of the Prosecutor General’s Office of Ukraine by blocking the consideration of visa issuance and the like.

    “As a result of a year and a half of work, the Prosecutor General, Lutsenko managed to contact Rudy Giuliani. He supported the idea of an internaional investigation team. But further, to prevent the investigation and possible exposure of international corruption, the theft of funds from American Taxpayers and bribes for political lobbying, the representatives of the Democratic Party in September 2019 began an impeachment procedure with the meaningless purpose of proving Trump’s alleged influence on the President of Ukraine to initiate an investugation of Joe Biden and representatives of the US Democratic Party.

    “The senselessness of these efforts is evidenced by the fact that on March 28, 2019, I served Zlochevsky with a notice of charges, who was charged with, among other things, committing the legalization of the above. $3.5 million through the accounts of Burisma Holdings Limited to the account of Rosemont Sebeca Bohai LLC in the interests of the Joe Biden family.

    “In other words, in September 2019, it made no sense to try to pass off a conversation between two presidents as a discussion of the possibility of initiating an investigation into the fact that had already existed for almost half a year ago. After the uexpected victory of Volodymyr Zelensky in the election of President of Ukraine, the obstacles in the investigation seem to have been removed.

    “But on August 29, 2019 Riaboshapka was appointed to the post of Prosecutor General, who, in coordination with the US Embassy in Ukraine and representatives of the US Democratic Party, continued to oppose the investigation and practically buried it. In particular, to stop several high-profile proceedings, Riaboshapka, in coordination with the US Embassy in Ukraine took measures to illegally dismiss prosecutors from the prosecutor’s office who successfully investigated the economic crimes of the Yanukovitch regime, including Mykola Zlochevsky and Burisma Holdings Limited.

    “I want to draw your attention to the fact that each of these prosecutors is an experienced professional in their field and can independently organize and conduct processes in complex criminal proceedings. All prosecutors were illegally dismissed hastily, contrary to the requirements of Ukrainian legislation, blocking the investigation against the above persons who had lost their political or diplomatic immunity.

    “Riaboshapka also stopped the execution of international orders on legal assistance and other important planned investigative and procedural actions. In particular, he blocked the chance to receive a court decision on disclosing bank secrecy on the transfer of funds to the accounts of Rosemont Seneca Bohai LLC, interrogation of former Ambassador Marie Yovanovich, etc.

    “On February 27, 2020, a week before the dismissal from the position of he Prosecutor General, already realizing the inevitability against the loss of his powers, Riaboshapka transferred the criminal proceedings against Mykola Zlochevsky and Burisma Holdings Limited to NABU, where, as I reported earlier, the case related to the issue of special permits by Zlochevsky for the use of subsoil in the interests of Burisma Holdings Limited under his control was buried for 4 years. It is clear the the National Anti-Corruption Bureau of Ukraine did not carry out any investigative actions under any of the economic cases involving Joseph Biden, Mykola Zlochevsky and Burisma Holdings Limited.

    “The result of these criminal actions by Riaboshapka was a complete suspension of the investigation of all crimes of the Yanukovych regime. the suspension of the seizure of funds to the budget of Ukraine in the amount of $6 billion planned in 2019, undermining the credibility of law enforcement agencies in Ukraine, and the like.

    “Regarding this fact, a statement has been prepared on Riaboshapka’s commission of crimes under Part 2, Article 343, Part 2, Article 364, Part 3, Article 365, and Part 3, Article 387 of the Criminal Code of Ukraine as committed with prior conspiracy by a group of people. We are talking about interfering with the conduct of law enforcement officer, abuse of power or official position, a stretch of power or officila authority by a law enforcement officer and disclosure of pre-trial investigation or inquiry data.

    “I hope that control over the course of this investigation will be organized by members of the Parliament of Ukraine. Also, taking into account the status of persons involved in the investigation and the mutual political guarantees, I consider it necessary to initiate the establishment of the Temporary Investigation Commission of the Verkhovna Rada of Ukraine to investigate interference with the investigation of economic crime cases of the regime of Yanukovych VF and other circumstances reported by me earlier.”

    Derkach then wraps up the presentation with the following statement: “Dear colleagues. Now, we have selected only those stories from voice recordings similar to the voices of Poroshenko and Biden, which the investigative journalists brought attention to, and which, in their opinion is a direct violation of the law and treason.

    “We have handed all the hours-long recordings we have at our disposal, together with a statement about treason, as well as facts of international corruption to the Prosecutor General’s Office, a statement in accordance with Article 214 of the Criminal Procedural Code of Ukraine for criminal proceedings to be registered.

    “I also want to state that Dmytro Razumkov personally blocks the creation of the Temporary Investigation Commission, which we registered Oleksandr Dubinsky and 12 deputies from different factions, which is a direct violation of the rule of law on Regulations. The created Commission could effectvely investigate the facts of international corruption.

    “If, after this press conference Dmytro Razumkov refuses to put to vote the issue of creating the commission, we will sue him. Dmytro Razumkov will bear personal responsibility.

    “I also want to state that I sent all the files to the US Government agencies for use and decision making within their competence.

    “We understand that the owners of oligarchic or foreign-controlled media obstruct the activities of honest investigative journalists and block information about international corruption.
