I lived through 4 inches in a single hour sudden summer storm in metro area and I can tell that all you need is actually 2 inches. That is because rain washes all the debris from streets and clogs grates of catch basins, redirecting overflow to next street corner downstream. Clogging that, and the next, and so on. Worse off in autumn, when leafs are falling daily and strong wind accompanies rain compounding foliage in a single event.
BTW, sycamore trees on east coast have bark starting to peel off as of last week. It normally occurs in August, so it is a whole month earlier this year. It was whole 2 months (October) late last year! Very abnormal and strange. Get ready for early winter Alexandra.
