Former Venezuelan President Hugo Chavez may very well have joined the legion who believe that the High Frequency Active Auroral Research Program, or HAARP, is responsible for causing natural disasters.
After Haiti, the most impoverished nation in the Western Hemisphere, was rocked by a disastrous earthquake, Chavez speculated aloud if the United States was behind the carnage that saw thousands trapped beneath demolished cinderblock housing.
While the development of a tectonic weapon has never been proven, its use has long been suspected by analysts.
