Minister of Institutional Relations of the Brazilian government, Gleisi Hoffmann, states that President Luiz Inácio (“Lula”) da Silva will fight to prevent criminal organizations, such as Comando Vermelho (CV) and Primeiro Comando da Capital (PCC), from being classified as terrorist organizations, because under international law, classifying them as such as such would allow other countries to intervene in Brazil and they do not agree with that.

TRANSCRIPT

Reporter: Yesterday, Congressman Danilo Foster asked for the suspension of the anti-faction, anti-terrorism and anti-PLA projects that equate organized crime to terrorism. Is this possible?

Gleisi Hoffman: The government is categorically against it. We oppose this bill that equates criminal organizations with terrorism. Terrorism has a political and ideological purpose. And under international law, classifying it as such allows other countries to intervene in our nation. We do not agree with that. We already have a legislation on criminal factions.

We have now sent a bill that brings a lot of rigor to the fight against cartels. And we have the Security PEC, which has been dormant for almost six months and which the Chamber did not send. It is in the Special Commission.

I hope that the reporter will really hurry his report so that we can approve it as soon as possible to give us the conditions to carry out integrated operations.

So, passing the bill today, which I think will be an important vote. We hope that the Senate approves the project as it is.

Our priority will be in relation to the Security PEC and the project to combat criminal factions.
