This is the unscripted talk given by Tore Maras on Saturday at the Storm Summit in Las Vegas, where she was cut off and abruptly hustled off the stage.
Tore dropped the bomb that the US sold vote theft software to the Venezuelans in 2004 for “pennies on the dollar”, because they needed the Venezuelans to train the algorithm on behalf of the US so that they could rig elections in other countries.
They needed the Venezuelans to do this, because doing it in the United States would have been illegal. She says, “We tasked another country to do it and then, put it into Sequoia and bought it back.”
In other words, the CIA needed to have to have the voting software trained and further developed by the rogue Communist Chavista Regime, so that it could be properly deployed in elections in the US and worldwide.
This factoid was conveniently omitted from Ralph Pezzullo’s ‘Stolen Elections’ and from everything Gary Berntsen and Patrick Byrne have been telling us for the past couple of years. To be fair, I don’t recall Tore ever saying this before, either.
Tore is a vote fraud expert, because she rigged 45 elections as a contractor for the US Government. She says the last election she rigged was the one that overthrew Ukraine in 2014. She says President Obama had ordered 200 permanent employees and 2,500 temporaries to do this. All of this and more is in her November 29th, 2020 affidavit:
Tore mentions how the elections in Fallujah in 2004 were her first test of the vote theft software and about how she was in the same room with John Brennan and James Clapper when they discussed the strategy to persuade the public to move from punch cards to electronic voting by using a propaganda campaign about “Hanging Chads”.
These comments are a 100% match of the testimony from an “undentified whistleblower” presented by the late Scott Bennett in mid-November of 2020. Tore was the unidentified whistleblower, as I’d correctly guessed.

Tore slams these MAGA events, such as the ReAwaken America Tour as exploitative and “Raking-in a ton of money to do things that didn’t really move the needle and would never move the needle. It was all an operation to exhaust you.”
She says the only reason she came and supported Juan O Savin’s Storm Summit was because he’s the only one who tries to bring different people together, to present information in a digestible format.
Regardless, she says, “80% of the people that were here were just blowing smoke,” and she bemoans that not a lot gets done at these events that can be put into practice, to truly empower attendees to be the self-governing Americans that we were meant to be.
As an example of information that would have had utility, if anybody had paid attention to her at the time, she says that if your county or your state conducted elections in 2018 or 2019, and they had a “certification” that was issued in 2018 through March 2019, it was invalid, because there was no quorum at the Election Assistance Commission (EAC), so those certifications were fake.
She says that the way to win is to start small by going to city council meetings:
“I want you guys to understand that we have more power than they make you think. If we actually just took one friend, that brought a friend, that brought a friend, that brought a friend to your freaking city council meeting, you can get rid of them.
“Have you read your city charters? Your city charters. Have you read them? They’re the easiest ones that you could change. You can change that like this: All you need is a certain percentage in your neighborhood. It’s game over.
“We have to start small. We have to start like that, because that’s the only way you do it. I know my audience has been doing it. A lot of people took office, have been trying to implement these changes…
“You can’t get rid of your senator and he doesn’t want the machine’s gone, because that’s what got him in there. Your congressman, that tells you how much he loves America, he doesn’t want those machines gone. He’s in that seat, because of that machine.”
An example of someone who is approachig this in a very organized way is Steven Kuhn with Take America Back (TAB) at jointab.us. There are 3,144 counties in the US, each with dozens of seats, most of which run uncontested. He provides educational courses and many other resources to encourage and support people to seek open seats and to run for local office.

Tore’s extemporaneous, unstructured talk ranges into other topics, like how Hollywood was always a propaganda outlet for the military-industrial complex, with the first-ever Academy Award effectively going to the US Military for their 1927 production of ‘Wings’ and how Hollywood is run by Creative Artists Agency, which is basically a massive field office of the CIA.
She stresses that the current hysteria about AI data centers and Flock cameras is a well-funded Chinese PSYOP whose main purpose is to hinder the mass deportations of criminal illegal migrants.
She says this technology has been widely in use since 2006 and that there’s a 2014 memorandum of understanding by several states attorneys general, in which they agreed that they can use cameras without residents’ permission to use facial recognition software and to look up their license plates. So why are we suddenly upset about Flock cameras now? Because it’s a PSYOP.
Moreover, if you’re someone who walks around all day with a cellphone (i.e., a personal Deep State monitoring device), why would you be freaked-out by Flock cameras?
Tore says the anti-data center PSYOP is conflating real concerns about superconductor factories – which do use a lot of water – with the data centers, which don’t.
As for the way forward, Tore would like to see President Trump cut a deal with the vote fraud companies:
“I would have Scytl, Dominion, all the election companies somewhere in a basement. And I’d be having a conversation with them and saying:
“‘Hey, you see all this evidence? We can make this hurt, but it’ll hurt the country too, because it’ll take a few years. But you won’t have your house. You will go to jail. Your kids will suffer. Your grandkids will suffer. Your reputation will suffer. So how’s we cut a deal?
“‘We know that the machines are compromised. We know that we have a problem. So when I declare that we cannot have elections, because of these machines, you will comply and back me on this.’
“…So Dominion would have to answer that. I’m just stating one company of many, by the way. We’re talking Clear Ballot. We’re talking Konnech. We have a bunch, right?
“And they’d have to decide. Do they try to fight it and bet against the People and our President and have a very good chance of being annihilated? Or do they agree?
“Now, if I was writing the script, obviously they’d agree. And then I would declare an emergency and not have elections. And I would allow the media enough rope, about 36 to 48 hours, so they can call me a “tyrant”, so they can shame me for stopping the elections, because I knew I would lose.
“And then, CNN would call Dominion. NBC would call Sctyl. And they’d all have to go on TV. And they’d say, 'He’s right.'
“And then, we bring paper ballots with currency-grade security, and it’s over.
“But here’s a caveat: When you cut a deal, there’s something called an NDA or in the government sense, it would be a National Security Letter. That’s higher-grade than an NDA.
“Now, what if they leaked it and said ‘They told us and they cut a deal?’ That would still make my President look like a hero. He’d say, ‘Would you like to drag it out in the courts for three years while we have turmoil and the Chinese on our heels, open up with all these wars and having issues? Or would you rather us just fix it?’
“He’d still look like a hero.
“So if I wrote this script, that’s how November would go.”
She warns that unless Trump pauses the upcoming Midterm elections, they will be stolen, bigtime.

Tore Maras: Wow, it appears I’ve been asked to speak to an almost empty room. That actually might discourage someone who believes power belongs to a platform or the crowd. But Christ said if his people were silenced, the stones themselves would cry out.
So an empty room does not silence the truth. It merely reveals how afraid some people are to hear it. Reminds me of Luke 19:10.
Alright, so I thought we could all just sit down and have a conversation. Today is about elections. And I have watched this summit from afar.
I know many participants that have been speaking. And the majority of the things that you have learned were put in an affidavit in November 12, 2020 by myself.
My biggest concern was the data breaches that we had. I went down to Washington, DC and advised General Flynn, among others, that we must obtain the router information to determine the hack. Everyone ignored what I had to say.
But as you saw, the Korean delegation showed that the President [Yoon Suk Yeol] spoke exactly about that. Because that was one of the most important things that I had to say.
The other important thing is the machines. If any of you actually read the affidavit that everybody pretends doesn’t exist, you would see that I noted how the counting software is compromised.
Mark Cook has done a very good job analyzing that. That’s his forte. The reason that I had brought that up was because what people don’t understand is we are in the digital era. I hear a lot of people talking about AI centers and how they’re against them and Flock cameras. So I thought this would be a great venue where we can have a little bit of that conversation. And it actually ties into elections.
So the software that actually counts your vote actually has a hidden algorithm on decryption to determine the win. This has been something that was trained in Venezuela. I mean, you might hear me say something that’s contrary to the narrative, because I lived it.
We sold our voting machines in 2004 to the Venezuelans for pennies on the dollar. And the reason we did that is because we wanted them to cultivate the software we needed to be able to rig elections in other countries. That was my job.
My job, prior to me sitting here on the stage was rigging elections in other countries.
And for those of you that have served and those that were in Iraq, you should remember the elections in Fallujah in 2004. That was my first test of the software.
We had given them to Venezuelans to train it for us, because by law, we cannot create software that violates our Constitutional rights within our country. That would be a crime. That would be not allowed. So instead, we tasked another country to do it and then, put it into Sequoia and bought it back.
So this is not something new. It all started with the “Hanging Chads”, and that’s how Venezuela plays into this. And they continued and perpetuated it, obviously, to ensure that we would never know.
After having some discussions with some people here, it was evident to me that there’s a lot of disinformation and misinformation. So I thought, before I touch into elections and Flock cameras – believe me, they actually go together, and I’ll explain it, and AI data centers – I thought I’d point to a very old documentary that I did, one that actually got my channel banned.
It was called ‘Enjoy the Show’. It’s on my YouTube channel. You can look me up: ToreSays.
In there, you will see that the first Academy Award went to the US military for their production of ‘Wings’. The CIA created Hollywood. Hollywood is the CIA, run by the CAA [Creative Artists Agency], or what we call C underscore A, an agency that doesn’t really exist.
Our President took on the role without a script. And I consider myself a very good script writer, so I thought I’d tell you guys a story. Because, I know a lot of people are anticipating these elections, and anyone who’s read my article can see that we will lose – hard – if we have elections.
So if I had any say, or if I was a script writer, here’s what I would do. At the moment, I would have Scytl, Dominion, all the election companies somewhere in a basement. And I’d be having a conversation with them and saying:

Now on that, how did you all feel about the ‘2000 Mules’ movie? Did you like it? You did? You did? It was a good story. The storytelling is incredible.
But the problem is, people don’t detect fiction from fact. Fiction is now truth and truth is now fiction. Do you know how they gathered that data to get all these people on camera? Flock cameras.
And currently, we’re conducting investigations into NGOs and I’ve been doing that for the past, like two years. And we’re seeing a lot of fruition with the SPLC, right? ActBlue, all of that.
But one thing you guys don’t see is that the Chinese have funded anti-AI centers and Flock cameras.
See, the Left doesn’t want Flock cameras, because we’re using Flock cameras to catch criminals. And all of you were upset that they’re using Flock cameras for your privacy.
Now, I can direct you to a 2014 MOU by attorney generals across your states, which you never saw, but I wrote about it in 2018, where they agreed that they can use cameras without permission from you to look up your license plate and your face.
It’s all out there. It started in 2006. So why are you upset about Flock cameras? Possibly, the Chinese propaganda money – to maintain immigration.
Then, we have the AI data centers. They don’t use water. In fact, they house all your data. The IRS now has like maybe one employee. It’s all AI.
We are in the digital era and I know it’s hard for people to understand that, but our government relies a lot on data and information. So do you. That tracking device in your pocket, right, is data. So the one thing we should be doing is making sure that we are safe.
But I can tell you the Chinese have poured a lot of money into the anti-AI data center, because they’re conflating superconductor factories, that take a lot of water – and it’s happening in Ohio and I’m very upset about that, because we have a shortage of fresh water globally.
But I need you guys to understand this all goes back to elections. All of you have put a lot of faith in people that are suddenly “experts”.
You know, there was a helicopter pilot talking about elections and I’m like, “How is he an expert?” There were statisticians that were taking this – oh, you know what? Just like 9/11, tragedy, right?
But our elections was also a tragedy. All the people of America wanted it to be fixed. They had so much energy to get things done and I was so upset, because there’s people in this room too, right? They took that amazing energy and guided all of you down pathways that had absolutely zero efficacy on removing these damn machines.
Some people were telling you to file affidavits. Where? Is it attached to anything? No, efficacy: zero.
You were out canvassing. How did that help your case? It didn’t do anything. Did it move the needle? Absolutely not.
We all filed lawsuits, I did too. I went up to the Supreme Court of the United States twice about elections, twice. And we all failed, why? Because the very judges that rely on those machines to be in those seats said we have no standing.
And if you guys remember, President Trump was even, they had the audacity to say, the State of Colorado decided, “Oh, guess what? He’s not going to be on the ballot.” Right? You remember that? How they wanted to keep him off? Well, it was 3,200 average Americans that signed onto an amicus we filed that actually won that case for him.
But none of you would know that, because that would encourage you to do the right fights. We were the only ones that brought up jurisdiction. I mean, that’s common sense, right? What jurisdiction does the State of Colorado have on me being able to vote for a president in Ohio? Absolutely not.
And therefore, the case was won, thanks to that amicus. And thanks to the people of the United States that actually pointed that strong energy to the right direction, where there’s efficacy.
There’s no point in doing a bunch of stuff that’s not going to do anything, when you can focus. Could you imagine if everyone in this room, which is gathering, and everyone online that’s watching, if we all work together, would we be here now? Absolutely not.
And I can tell you what I’ve been doing in my state. And I got a breakthrough. So no one’s heard this before. So this is kind of breaking: There is no way we can fight them on removing the machines, because they’ve been implemented, OK? But if you can find that your county purchased those machines in a non-compliant way, the purchase is void.
So I found in my county, Cuyahoga County, I shot off some emails. And I got a response, two responses, curious ones. To the Office of the Inspector General, I asked them to produce the certifications of the machines.
I received an email a week later with a letter that was dated five days after my email. Someone said, “Yeah, they’re certified.” No certification. Number one. And that’s because my state mandate said.
Number two, I found that they spent over $79,000 of Cuyahoga County money without the right to appropriate, to purchase election machines. So I guess I’m gonna be filing a TRO again, because that’s the only way that you can do it. You just have to follow them.
Obviously, they’re probably gonna get fired, maybe checked-out by the auditor, right? That’s like the least they’re gonna do.
Will my lawsuit have legs in the local courts in Ohio? Probably not. But it’ll put the fear of God in them, if every single one of you actually checked your city councils and counties to see if they, without your permission, have allocated any of your city or county tax money – city, mostly – to the purchase or maintenance of these machines, because that’s out-of-scope. And that’s a legal thing.
So we always have to find the legal grounds, no matter how right we are – and you can be as right as you want. When someone’s made up their mind, they’re just not gonna listen to you. And that’s the way life is. I’ve realized it.
I’ve had people stare at me in the face and tell me how they’re election experts. When I’m the one that rigged elections in 45 different countries, I think I do know what I’m talking about. There’s a big difference, right? That was my job.
My last elections that we rigged was in Ukraine. It’s actually in my affidavit, where I showed how Obama actually wrote it out, that we are sending 200 permanent employees and 2,500 temporaries to help usher their elections – of course, for their safety. I hired all those employees. That was the last task I had. Then I got fired, because I’d whistleblew about something else in the past and they caught me.
So I want you guys to know you’re up against a big beast. But more so, you have to be very careful who you follow. You must be very careful what things you subscribe to. The only person you really need to listen to, to understand where we’re at is your President. That is all. You don’t need anyone else. Not even me, who’s actually an election-rigging expert.
I don’t go to events much, because after the elections, I saw a lot of exploitation of our people. I was extremely upset that they were hosting events and raking-in a ton of money to do things that didn’t really move the needle and would never move the needle.
It was all an operation to exhaust you. The only reason I come to Wayne’s event – and I come by myself, he doesn’t fund me or anything. I’m not, you know, I’m not even on the [flyer].
The only reason I came and supported what Juan O Savin is doing is because he’s the only one that actually tries to bring a lot of people together for a lot of causes and to bring information in a digestible format. That’s lacking these days.
Even though – and I’ll say this and I’m not shy to say it – 80% of the people that were here were just blowing smoke.
I know. It sounds really off-putting, but it’s the truth and people don’t like the truth, especially when they figure out that they’ve been hoodwinked.
And not all of it – sometimes, misinformation is very purposeful and it serves a purpose. But the purpose of this event that you’ve come to has given you a range of things.
The Koreans did a fantastic presentation. Fantastic. And we should strive to help them. And I’ll tell you why: Guilt.
The only reason South Korea is the way it is is because of us. Do you remember when we took down the USSR, Guys? Do you know what happened with that? The North Koreans starved. They were eating each other.
Did any of us care? Did we look that way? So China walked in. Did you also know that the “Jerusalem of the East” was Pyongyang? Right? One of the strongest Christian cities on that continent. Nobody talks about the massacre of Christians in Korea that happened.
Now, you’re gonna be like, “It’s not my fault. No one told me that.” You’re right. But no one told you about elections, either. And you realize you’ve been hoodwinked from the hanging chads, down to today.
That’s why we had the hanging chads, you guys. We needed to tell people, “Paper is not reliable, look at all these strings!”
And do you know how I know? Because I was in the damn meeting when they said they were gonna do it, when Clapper and Brennan were talking about it.
So here we are in 2026. Six years – actually, nope, 10 years after rigged elections – 2016 was rigged too. But you know what happened in 2016? The algorithm cracked on them. That’s why President Trump won.
They could not update it fast enough. They did not expect the turnout, because they thought the psychological operation deployed on the United States with all that, “Hillary Clinton’s winning by like 99%.”
Nobody believes that. It’s like her saying she has hot sauce in her bag. Who believed that? Nobody. But they were convinced, because it’s worked before with repetition; that you would comply and hate him. So their arrogance is why we were able to notice that there was a theft.
Did you guys forget the Green Party auditing the machines? I mean, I wonder who Jill was working for? See, people forget very easily and they rely on that.
You guys probably forgot that they were auditing machines in Michigan with Jill Stein. Did you forget about that? You probably did. Hmm. Who was collecting the data? I don’t know.
But in 2017, I shot off letters and said, “Yo, EAC certifications have lapsed. If we have elections in 2017, they’re invalid.”
I did that in 2017. One senator responded, Wyden. Have him on the record saying, “Hey, Pro V&V, you better make sure that you do the certification right!”
Why are you sending it on October 31st when elections are in a few days, you idiot? But hey, we’ll take it. It’s evidence that you were informed in 2017 that there were no certifications on these machines.
And here’s the kicker – oh, and I really wish we were so more unified – the Left, at least is unified. But do you know that if your county or your state conducted elections in 2018, 2019, and they had a certification that was issued in 2018, up until March 2019, it was invalid. Did you know that? Because there was no quorum at the EAC, so the certifications were fake.
Now, I tried to put that out, but people were busy canvassing. That would have been a shot, right there. People were busy “doing things”. And it was so amazing and I felt so bad. I was just throwing things constantly, when I’d see it.
People would be so organized, so ready to sink their – doing what Americans should be: self-governing citizens, taking control of their country, making sure that there’s accountability.
I mean, imagine. I’m sure if all of you go back and look at your notes, you’ll probably see, “Oh, snap. My state had a certification in 2018 and there was no quorum, so it was fake. But it’s 2026. I missed the train.”
Probably why I’m so censored. Probably.

And I know this hurts. My gosh, you think I didn’t hurt, realizing what I was doing was wrong? I mean, I probably knew it, but it was my “duty”, right?
I’m telling you guys, all of this is all... all worth it, though. Even though I show this frustration –

So here’s what I want to say, as I go. This was a wonderful event. It helped a lot of people see things that they normally couldn’t see.
One thing I would say is, “Pray”. And try to be OK, when you hear things that don’t usually agree with what you believe. Your belief is not truth. It’s almost like, “I believe I’m a man.” Not true. My chromosomes say different.
God’s got this. I wish a lot of people had more faith. So now, let’s welcome Sony and Roseanne, right?
