This is a tongue-in-cheek message for a newly installed politician from a member of the “elite.”
It’s satire and it’s not meant to be taken at face value, yet it’s quite informative about social engineering from the perspective of a psychopath.
It sounds like an English guy doing a Midwestern American accent and the footage includes 20th century clips from the US Department of Agriculture and British home movies of a visit by Queen Elizabeth II to a village in Britain.
I found it to be both entertaining and educational.
