The Venezuelan government gives the contract to Smartmatic for it to create the Venezuelan electoral system called SAIS and financed it with 250,000 US dollars and the Venezuelan government paid it 140 million dollars for them to carry out the elections. And in return of that 250,000 dollar loan, the Venezuelan government stays or keeps the software for the elections itself, keeps it, as well as the 28% shareholder interest of a company called Vista. And both Vista and Smartmatic have the same owners. These are sister companies set up to be able to carry out an election.

Interrogator: Is it true that Smartmatic then purchased Sequoia, an American company?

Interrogator: Is it true that Smartmatic created a tool called SAES Data Utility?

Defecting Engineer: That is correct. And it’s recorded that the tool is named in the Settings and Configuration Manuals. And that tool was created to test the elements of the system within an election. Is that true? That is correct.

Interrogator: But that tool can be misused to emulate a voting machine.

Defecting Engineer: That is correct. To emulate multiple voting machines.
