If they don’t open the floodgates, the floodwater overtops the dam, washing out earth and dirt surrounding the dam, until the dam washes away and completely fails, making a flood 5 to 10 times worse than the water leaving the floodgates. If you want to see a dam on the verge of washing away, look at the videos of the Oroville dam in California overtopping and washing away the emergency spillway.
All the dams have spillways, which are chutes over the top rim designed to spill water when it exceeds certain highest critical level. It goes case by case how much gates need to be open. In the meantime, MSM silence on most of details tells us that something is not right.
