It's a culmination of 20 years of Freeland's research into geoengineering programs, whose goals are to merge the Global Information Grid (GIG) with an artificially ionized atmosphere and the biological tissues of humans, animals and plant life with the frequencies of an Artificial Intelligence program. The latter is achieved via the absorption of nanite SmartDust, to monitor and entrain all biological systems within a charged atmosphere.

The purpose of all of this is to further centralize all data and control; to achieve the vaunted Total Information Awareness and Full Spectrum Dominance, which have long been goals of the Pentagon, to be achieved by 2025.
