    The U.S. government is adamant that the High Frequency Active Auroral Research Program, or HAARP, is just an atmospheric research position.

    But since it went online in 1994, some experts have reported massive floods, hurricanes and earthquakes.


    There is no conclusive proof that any ionospheric heaters, such as HAARP, are being used as weather weapons. But in 2001, NASA scientists in California who study earthquakes found that most of them are preceded by disturbances in the ionosphere.
