Nick Begich is the brother of March Begich, a U.S. senator. He has been researching the High Frequency Active Auroral Research Program, or HAARP.
HAARP is allegedly used to study phenomena in the ionosphere. But some people think that the Navy and the Air Force have been using it as a weather weapon.
